At what point would the world impose sanctions on Iran?

Well it seems the powers that be will not allow Iran to be a nuclear force,, So will apply sanctions as a first resort and will flatten the country befoire it gets nuclear facilities ..and be a danger . No one in the world other than the existing nuclear powers may ever be similarly armed . This goes for North Korea too .
